Richmond Hill Centre Secondary Plan
The Richmond Hill Centre (RHC) is an intensification area located around the intersection of Yonge Street and Highway 7.
What is the RHC Secondary Plan?
The RHC Secondary Plan is the vision for Richmond Hill's new downtown and transit hub. With the major investments occurring in public transit in and around the Centre, the Secondary Plan will coordinate the expected growth in this area. The Secondary Plan will shape the vision for the urban centre with a balance of residential and commercial uses where people can live, work, and play. It will also support the creation of public spaces, walkable streets, and transit-oriented development.
The Richmond Hill Centre Secondary Plan was adopted by Richmond Hill Council on May 10, 2023.
York Region issued a Notice of Decision on October 11, 2023, to approve the Secondary Plan with minor modifications, subject to an appeal period ending October 31, 2023.
Upon resolution of all appeals. the Richmond Hill Centre Secondary Plan was subsequently approved at the OLT and OPA 41 is in effect as of January 17, 2025.

Richmond Hill Centre Progress Highlights
The Richmond Hill Centre will be Richmond Hill’s new downtown and integrated transit hub that will be a magnet for future business, arts and culture, a leader in innovation and a key regional destination.
From February to June 2025, work for the area specific Richmond Hill Centre Zoning By-law was initiated to implement the policies of the RHCSP and was ultimately rolled into the overall Richmond Hill Comprehensive Zoning By-law.
On September 24, 2025, Council adopted By-law 93-25, which facilitates the consolidated Comprehensive Zoning By-law, including “Richmond Hill Centre” designation within the “Centres and Corridors” section, as well as “Utility Corridor” (located within the southern portion of Richmond Hill Centre Secondary Plan area).

The Yonge North Subway Extension will bring two subway stations right into Richmond Hill. It will help connect our residents and businesses easily to opportunities across the GTHA and bring new investment into Richmond Hill.
