Support for Canadian exporters faced with U.S. tariffs

The Ontario government introduced a new funding initiative, the Trade-Impacted Communities Program (TICP), to help communities and local industries in Ontario navigate significant economic challenges caused by the U.S. trade disruption.

The Ontario government is introducing the Protect Ontario through Free Trade within Canada Act to unlock free trade and labour mobility within Canada. This legislation will, if passed, create new opportunities for job creation and investment attraction, supporting economic integration across Canada and cutting costly and unnecessary red tape to help protect and grow Ontario and Canada’s economies.

Ontario is also launching the new $50 million Ontario Together Trade Fund to help businesses make near-term investments so they can serve more interprovincial customers, develop new markets and re-shore critical supply chains, strengthening Ontario’s trade security and diversification. The Canada Revenue Agency is providing automatic relief to businesses by deferring GST/HST and corporate tax payments and waiving interest on applicable balances from April 2 to June 30, 2025. No application is needed, but timely filing remains essential.

Tax relief for tariff-affected businesses

On April 3, new countermeasures to protect Canadian workers and businesses and defend Canada’s economy were announced. These countermeasures include:

  • 25% tariffs on non-CUSMA compliant fully assembled vehicles imported into Canada from the United States;
  • 25% tariffs on non-Canadian and non-Mexican content of CUSMA compliant fully assembled vehicles imported into Canada from the United States; and,
  • Canada’s intention to develop a framework for auto producers that incentivizes production and investment in Canada.

The Ontario Government announced measures to support workers and businesses by:

  • Deferring select provincially administered taxes for six months from April 1, 2025, to October 1, 2025, giving businesses and job creators approximately $9 billion worth of cash flow they need to keep workers employed and weather the economic turmoil.
  • Through the Workplace Safety and Insurance Board (WSIB), issuing a further $2 billion rebate for safe employers to support businesses and help keep workers on the job, in addition to the previous $2 billion rebate distributed in March.

Export Programs and Organizations

  • Agriculture and Agri Food Canada: Programs and services supporting innovation, sustainable farming, business development, risk management, trade and market development.
  • Business Development Bank of Canada: EDC’s sister financial crown corporation, business bank devoted to entrepreneurs and small and medium-sized enterprises.
  • Canada Border Services Agency Export Program (CBSA): Canada-United States Relations – Federal trade agreements.
  • Canada Post: Effective August 29, 2025, the United States has suspended its duty-free “de minimis” threshold of US$800 for all countries, including Canada. All postal shipments to the U.S. will require prepaid duties before your package crosses the border – regardless of their value or country of origin.
  • CanExport Funding: The Trade Commissioner Service's CanExport SMEs program offers up to $50,000 to help eligible businesses cover 50% of costs for international growth, including for travel, participation in trade shows, IP protection and legal advice.
  • Export Development Canada (EDC): Provides trade finance and risk mitigation services to Canadian companies involved in export trade.
  • Exporting to World Markets: This Government of Canada guide will provide you with resources to help you learn about foreign markets and make it easier for you to get your products to market.
  • Farm Credit Canada (FCC) – financial support to exporting agri-food companies.
  • Forum for International Trade Training (FITT): Practical international business training, gold-standard industry backed credentials, and researched-based business resources and is affiliated with EDC.
  • Global Affairs Canada: Federal agency that manages diplomatic relations, promote international trade and provide consular assistance.
  • Innovation, Science and Economic Development Canada (ISED): ISED works with Canadians in all areas of the economy and in all parts of the country to improve conditions for investment.
  • Invest Ontario International Trade and Investment Offices: The Ontario Government operates a network of International Trade and Investment Offices, located in Canadian diplomatic Missions around the world. Working closely with Canadian federal, provincial and municipal partners, these offices raise Ontario’s profile and build commercial relations in key global markets.
  • Minister of Export Promotion, International Trade and Economic Development: Responsible for EDC and a mandate to support and develop Canada’s export trade.
  • Ontario Chamber of Commerce (OCC): Non-profit advocacy and member services organization with 60,000 members, including large multinational corporations, small-to-medium-sized enterprises, labour unions, postsecondary institutions, non-profits, associations and close to 150 chambers of commerce and boards of trade.
  • Trade Commissioner Service (TCS): TCS helps companies navigate the complexities of international markets and make better business decisions and is on the ground in more than 160 cities worldwide.
