East Beaver Creek Secondary Plan

The Project
A new East Beaver Creek (EBC) Secondary Plan will be developed for the mixed-use intensification area near Highway 7 and East Beaver Creek Road.
This project will study the land-use designations in the area and provide a policy framework to guide future growth and development through intensification. It will determine building height, density and land-use permissions (e.g., Residential, Employment and Mixed-use) and develop policies for infrastructure, roads and parklands.
Once the Plan is completed, the City’s Official Plan will be amended to implement the recommendations.
The study area is situated within two Protected Major Transit Station Areas (PMTSAs) and is planned to be a mixed-use centre, serviced by rapid transit buses along Highway 7. It is bounded by Leslie Street to the west, Highway 7 to the south, Highway 404 to the east and East Pearce Street/Norman Bethune Avenue to the north, as shown in “Secondary Plan Study Area Map” below.

Public Consultations and Engagement Events
In August 2025, a virtual and in-person community workshop was held to provide the public with an opportunity to learn more about the development of the East Beaver Creek Secondary Plan.
